Arroyo Burro Estuary (Creeks Administrative Specialist Jen Hollywood)
Recognize and Report Water Pollution
Rain flowing into a storm drain with text "Only rain down the drain!"The Creeks Division enforces violations of the City’s Municipal Code to protect local creeks and the ocean from pollution.
Any pollutants that enter the street and reach the storm drain system can quickly flow into creeks and the ocean untreated.

Common violations include construction site discharges (cement slurry, paint, etc.), commercial washing (power washing buildings and patios, car washing, dumping of mop water), and litter/illegal dumping.
Report pollution in our streets, storm drains, and creeks at the City's Water Pollution Enforcement Hotline at (805) 897-2688, or online at

Some discharges that are NOT considered violations include uncontaminated runoff from landscape irrigation (although this water waste should be reported to the City's Water Conservation Program), water line flushing, foundation drains/crawl space pumps, air conditioning condensate, and individual residential automobile washing.

If you're not sure what you're seeing is a problem, please call us - our Code Enforcement Officer is here to answer any questions!
