2nd Reading, Bill #6091, Net Metering Service Updated

Due to changes in MO RS 890.386, the Net Metering and Easy Connection Act, the City’s current Net Metering Ordinance requires some updates. These updates would match the language related to Applicable Service Territory, Availability of Service, Definitions, Monthly Billing, and Special Conditions.  Additionally, Transfer of Ownership and Other Customer Generators larger than 100 kw was included in the ordinance.
 
This ordinance allows Board of Municipal Utilities (BMU) customers the same rights given by the State of Missouri and includes no additional incentives or options.

2nd Reading, Bill #6089, Re-adoption of Fair Housing Policy
Bill 6089 calling for the re-adoption of the City‘s Fair Housing Policy is being submitted for first reading. Annual re-adoption of this policy is required to maintain compliance with State CDBG funding requirements. 
 
Bill 6089 defines discriminatory practices and establishes a Fair Housing Committee to hear violations of municipal Fair Housing Complaints and eliminate alleged discriminatory practice by conference and conciliation. (The Housing Authority Board of Commissioners serves as the Fair Housing Committee.)

Award RFP #18-38, Liability & Property Insurance
The City received four responses for renewal of commercial insurance:  Newton & Company, Anderson & Green, Chap Arnold and Wortham Insurance.  The low bid came from Wortham Insurance out of Houston, TX. in the amount of $302,375. 
 
Staff seeks Council's approval to award the bid for $302,375 to Wortham Insurance for property and liability insurance for the period May 1, 2018 through May 1, 2019.

Authorization to Proceed with Scott County Floodplain Revisions
After completing the study and holding a public meeting to reveal and discuss the proposed map revisions to the local citizens, staff is requesting authorization from the Council to proceed with the proposed map revisions for Scott County and submit necessary documentation for the Letter of Map Revision (LOMR) to SEMA for their review and approval.
 
This will also require concurrence from the Scott County Commission, since some of the proposed  areas are outside of the current city limits.

April 17:  The Holocaust Remembrance Art Show will be held at the Sikeston Depot Museum, 116 W. Malone. Open Tuesday-Saturday from 10 AM - 4 PM.
 
April 20:  Sikeston’s Feed My Starving Children will be held at the Sikeston Armory located at 300 S. Main. For more information, contact Mari Ann Moyers at 573-620-6073 or Regina Guthrie at 573-620-0587.
 
April 21:  Sikeston’s Parks & Recreation will host a Kid’s Garage Sale from 9 AM - Noon at the Clinton Building, 501 Campanella Drive. Here is a way for your kids to make money by clearing out those old toys, games and clothes they no longer want and sell them at the Garage Sale.  Tables are $7 and kids must be 6-14 to rent a table.  To register for a table, call 573-475-3775 or email dcare@sikeston.org.  Space is limited to 20 tables.
 
April 28:  Join the Relay for Life of Scott County at the Sikeston Complex on Campanella Drive from Noon - 10 PM.

Announcements
Optional Curbside Recycling Now Available
Sonny's Solid Waste is now offering optional curb-side recycling in Sikeston!  For $8/month, Sonny's will provide you with a green recycling toter and will pick up one per month.  Drop off recycling will still be available as well.  Please call Sonny's at 573-471-2869 with questions or to sign up for this service.
 
Annual Community Clean-Up
Sikeston’s Annual Community Clean-Up will be held for 9 days beginning April 21 and ending April 29 at the Compost Site on Compress Road. The Compost Site will be open from 7:30 AM - 6:30 PM each day for residents to bring any large bulky items, rubbish, yard waste, washers, dryers, microwaves, refrigerators, hot water heaters, commodes, tires no larger than 16” without rims and household furniture.  The site will be manned and proof of residence will be required.  For more information, call the Street Department at 475-3732.

Compost Site & Recycling Program
Compost Site Schedule 
The City Compost is a public service for Sikeston residents to provide a place to discard garden and yard waste.  Residents enter the front gate and check in with a Public Works employee.  Proof of residency (drivers license) must be provided at this time.  The resident will then be directed to a designated area for the items to be discarded.  Unloading is the responsibility of the resident.  If plastic bags are used, the bags must be emptied then discarded in the available dumpsters as they exit the Compost Site.
 
In conjunction with the Compost Site, Sonny's Solid Waste will furnish a 20-yard recycling box where recycling materials can be dropped off.  Recycling materials can be dropped off during normal Compost hours.  Recycling materials that will accepted are listed below.
 
Location: 
Compress Road (1 block west of Northwest Street)
 
Compost Materials Accepted: 
1.  Tree branches & limbs (no more than 6" in diameter)
2.  Bushes
3.  Leaves
4.  Grass Clippings
5.  Tires are also being taken during regular compost dates.  We have set a limit of 8 tires per compost day and should be no longer than 18" and off the rim
 
Recycling Materials Accepted:
1.  Corrugated cardboard, gray board/chipboard, including soda, cereal and frozen pizza boxes
2.  Newspaper, magazines, catalogs, junk mail and paper
3.  Household plastic containers (#1, 2, 3, 4, 5, 7)
4.  Plastic shopping bags (#2) and newspaper sleeves (#4)

Recycling Program Schedule 
Sonny's Solid Waste Recycling Center, located at 451 Smith St., has expanded their days and hours for recycling drop offs.  In addition to their normal Wednesday hours of noon-5:00 p.m., they will adding two Saturdays per month, open from 8 a.m. to noon.  While every effort will be made to follow this schedule, dates and times may be changed without notice due to bad weather.
