2nd Reading, Bill #6108, Amending Regulations of Pawnbrokers
The City has been approached by a pawnshop owner who would like to relocate his business. Under the current City Code, he is unable to locate from his current location to his intended location because, although his current location is already within 500 feet of another pawnshop but was “grandfathered”, the new location is within 500 feet of another location, which is prohibited under Section 620.080.
 
The City Council discussed the issue and various options addressing it at the June 25 City Council meeting. Council directed staff to draft an ordinance which would strike from the City Code the language regarding subsequent relocation of grandfathered pawnshops in Section C., as follows: 
 
      A.  No license shall be issued for the operation of a pawnshop, as defined herein, when the pawnshop will be located within three hundred (300) feet of any church or school, or within one hundred fifty (150) feet of residentially zoned property. 
 
     B.  No license shall be issued for the operation of a pawnshop, as defined herein, when the pawnshop will be located within five hundred (500) feet of another pawnshop. 
 
     C.  Licensed pawnshop(s) in operation within the City limits of the City of Sikeston on or before December 1, 2010, shall be exempted from Section 620.080(A) and (B). Any subsequent relocation or change in ownership of the pawnshop may do so only within the prescribed requirements of this Section. 
 
This change will allow any grandfathered pawnshops to relocate without any restriction (including restrictions related to distance from residential areas, churches, and schools) other than that they would be restricted to zoning categories that allow pawnshops.

1st Reading, Bill #6106, Modification of Property Maintenance Penalty - Tall Grass 
In reviewing the current ordinance for tall grass violation criteria, it indicates seven (7) inches in height as the violation while our online municipal code indicates ten (10) inches in height as the violation for overgrown vegetation and weeds. 
 
To keep the code violations consistent, we would like to update the ordinance to indicate ten (10) inches as being the violation height for tall grass.

 1st Reading, Bill #6110, Replat of the Villas at Arbor Walk Subdivision 
Staff received a request from Lambert Engineering Staff on behalf of Robin Chambers for approval of a re-plat of the Villas at Arbor Walk Subdivision to the City of Sikeston, New Madrid County, Missouri and which is located on Auburn Drive.  The Planning and Zoning committee met July 10, 2018 and passed a favorable recommendation to approve the proposed replat.
 
This request to replat changed how the lots were numbered.

1st Reading, Bill #6111, Rezoning Property Located South of Colonel George E. Day Parkway and North of U.S. Highway 60 from "AG" Agriculture to "R-4" Two Family Dwellings
This is a request to rezone a tract of land (Wing Lake Estates, 3rd Addition) which consists of approximately 5.584 acres and is generally located South of Colonel George E. Day Parkway and North of U.S. Highway 60 from “AG” Agriculture to “R-4” Two Family Dwellings, in the City of Sikeston, New Madrid County, Missouri.
 
The Planning & Zoning Commission did meet and approved this request on July 10, 2018.
 
This rezoning would change the current zoning from Agriculture to Two Family Dwellings, so that a planned commercial subdivision could be developed.

1st Reading, Bill #6112, Proposed Wing Lake Estates, 3rd Addition Subdivision
Staff received a request from Waters Engineering on behalf of Four Corners Development for the approval of a proposed subdivision (Wing Lake Estates, 3rd Addition) which consists of approximately 5.584 acres and is generally located South of Colonel George E Day Parkway and North of U.S. Highway 60. 
 
The Planning and Zoning committee met July 10, 2018 and passed a favorable recommendation to approve the proposed subdivision.

Authorization to Proceed with Securing the Bryne Jag Grant
In order to apply for the Bryne Jag Grant, Council’s permission is required to be on record  to proceed with applying for this grant.  This yearly grant is what we use to get new body worn cameras and to pay for services contract for video storage.

Authorization to Purchase Fire Gear
It is a budgeted item from a sole vendor. This gear is very specific and has to meet a lot of critical elements. This is to outfit some new officers and also to replace worn-out/expired turnout gear.
 
Staff seeks Council’s approval to purchase 10 turnout fire gear from Sentinel Emergency Solutions in the amount of $32,881.44

Authorization to Purchase Code Enforcement Truck
Staff would like to purchase a used 2012 Chevrolet Crew Cab pickup truck with approximately 47,000 miles, for the Public Works Code Enforcement Division. The price for this pickup is $12,500 and is included in the approved budget using Capital Improvement funds.

Authorization to Purchase Mowers for LCRA Property
The Department of Public Works would like to purchase two (2) John Deere Z930M mowers utilizing the State Contract vendor Greenway Equipment Company, Inc. The price of each mower is $9, 303.91 which totals to $18,607.82. Due to numerous flat tire issues related to mowing the LCRA lots, we have selected this brand because it is the only manufacturer that offers a “no flats” tweel tire.
 
The current approved budget has $17, 000.00 allotted utilizing LCRA funding for the purchase of the mowers. The budget difference of $1,607.82 will be covered by surplus from other line items in a future budget amendment.

Every Saturday:  Sikeston Farmers Market will be held in Legion Park in Downtown Sikeston on Saturdays, May through October, from 7:30 AM to sellout.  Come downtown for locally grown fruits and vegetables, breads, jellies, jams and honey.

Cowboy Up! Arts & Crafts Festival will be held August 4 from 9:00 AM to noon at Legion Park in Downtown Sikeston.  Enjoy roping and branding, exhibitions with live music, food, crafts, art vendors, children’s activities including covered wagon rides, pony rides and petting zoo with Lazy L Safari, Armies of Tennessee Reenactment and new this year - mechanical bull rides.  This event is hosted by Sikeston Depot Museum & Gallery.

Sikeston Jaycee’s Behind the Chutes Tour will be held August 11 from 10 AM - Noon at the Sikeston Rodeo Grounds, 1220 N. Ingram.  Go behind the scenes to see the Sikeston Rodeo livestock, and visit with rodeo professionals as they demonstrate the riggings and techniques of saddle bronc, bareback and bull riding.  Children must be accompanied by an adult.  Admission is free.
 
Sikeston Jaycee’s Bootheel Rodeo ends with a performance by Travis Tritt on August 11 at 7:00 PM at the Rodeo Grounds, 1220 N. Ingram.  Also support the Sikeston House of Refuge during Domestic Violence Awareness Night.
 
August 31:
Annual Return to Sunset activities will be held August 31-September 1 at Lincoln Park located on North & Petty Street.  This event includes children’s activities, food, games and music.
 
Benton Neighbor Days Festival will be held at Benton City Park on Cottage Street in Benton, MO on August 31 from 5 PM - 11:30 PM and September 1 from 10:30 AM - 11:30 PM.  This annual event hosts a parade, pageants, tournaments, live music, great food, mud races and greased pole climb.

Announcements
Deadline for Boards & Commission Application Submission
The City of Sikeston is in the process of preparing for our annual Boards and Commissions appointments.  We currently have 35 positions available on 15 different boards.  To be considered for this round of appointments, Citizens Resource Bank Applications must be submitted to Rhonda Council by Friday, August 24th at 5:00 p.m.  To be eligible for appointment, taxpayers must have no outstanding municipal taxes, fees or fines.  Applications are available at the Public Library an on our website, www.sikeston.org.   
 
Recycling of Plastic Bags
Due to recent recycling changes, Sonny's Solid Waste will no longer accept plastic bags at their recycling center.
 
Compost Site & Recycling Program
Compost Site Schedule 
The City Compost is a public service for Sikeston residents to provide a place to discard garden and yard waste.  Residents enter the front gate and check in with a Public Works employee.  Proof of residency (drivers license) must be provided at this time.  The resident will then be directed to a designated area for the items to be discarded.  Unloading is the responsibility of the resident.  If plastic bags are used, the bags must be emptied then discarded in the available dumpsters as they exit the Compost Site.
 
In conjunction with the Compost Site, Sonny's Solid Waste will furnish a 20-yard recycling box where recycling materials can be dropped off.  Recycling materials can be dropped off during normal Compost hours.  Recycling materials that will accepted are listed below.  NOTE:  Due to recent recycling changes, plastic bags will no longer be accepted.

Compress Road (1 block west of Northwest Street)
 
Compost Materials Accepted: 
1.  Tree branches & limbs (no more than 6" in diameter)
2.  Bushes
3.  Leaves
4.  Grass Clippings
5.  Tires are also being taken during regular compost dates.  We have set a limit of 8 tires per compost day and should be no longer than 18" and off the rim
 
Recycling Materials Accepted:
1.  Corrugated cardboard, gray board/chipboard, including soda, cereal and frozen pizza boxes
2.  Newspaper, magazines, catalogs, junk mail and paper
3.  Household plastic containers (#1, 2, 3, 4, 5, 7)

Recycling Program Schedule 
Sonny's Solid Waste Recycling Center, located at 451 Smith St., has expanded their days and hours for recycling drop offs.  In addition to their normal Wednesday hours of noon-5:00 p.m., they will adding two Saturdays per month, open from 8 a.m. to noon.  While every effort will be made to follow this schedule, dates and times may be changed without notice due to bad weather.
 
NOTE:  Due to recent changes in recycling,  plastic bags will no longer be accepted at Sonny's Recycling Center during recycling drop offs.  Please place all recycled items in the self-service stations in loose form.
