Authorization to Purchase X-Ray Device
Department of Public Safety's SEMO Regional Bomb Squad was awarded a Law Enforcement Terrorism Prevention Activity Grant from the State of Missouri, Department of Homeland Security in the amount of $63,000 for Bomb Squad mission essential equipment. The Bomb Squad would like to purchase a new Scan X Scout x-ray system in the amount of $30,470.15 from Scanna-MSC, Inc.
2nd Reading, Bill #6107, Establishing Downtown C2-DT Exterior Building Material Regulations
The Downtown Sikeston area, particularly the C-2 DT district, is a significant and valuable cultural and historic resource for the Sikeston community worthy of conservation and protection. From time to time discussions have been had regarding design standards for downtown, to make sure that the exterior design of buildings is compatible with the historic character of downtown. Downtown is currently undertaking a visioning process in collaboration with Missouri Main Street, and that process may include discussion of detailed design standards.
Bill 6107 stipulates that for any new construction or significant exterior renovation in the C-2 DT district, no more than 15% of the total area of finished or visible exterior surface shall consist of metal, vinyl, dryvit, EIFS, concrete, concrete blocks, concrete masonry units, asphalt shingles, clapboard siding, bevel siding, lap siding, weatherboard siding, HardiePlank, fiberglass, plywood, pressboard, oriented strand board (OSB), medium density fiberboard (MDF) or similar materials.
Staff seeks Council's approval of this bill.
1st Reading, Bill #6128, General Election
This ordinance calls for a general election to be held on Tuesday, April 2, 2019 for the purpose of electing Council representatives for Ward 1, Ward 4 and Councilman-at-Large. All positions are for a three year term.
Resolution 18-11-01, Surplus of Public Works Truck
Department of Public Works seeks to surplus a 2002 Ford 4x4 pickup truck from its inventory due to its state of disrepair. It can no longer adequately perform day-to-day operations of the City.

December 8: Sikeston Depot Museum, located at 116 W. Malone, will host Santa's Winter Wonderland from 10:00 a.m. - 4:00 p.m. Enjoy holiday music, children's activities and crafts. Visit with Santa for a photo from noon - 4:00 p.m.
December 21: Enjoy this free self-guided tour of Christmas Churches of Scott County. Each participating church will be decorated for the holiday season, have greeters and music. Some will have refreshments. Email firstname.lastname@example.org for a list of participating churches.
December 31: Kenny Rogers Children’s Center will host Casino Night at 7 PM at the Miner Convention Center, 2610 E. December Council & Boards and Commission Meetings

The Public Library Board of Trustees will meet at 4:30 p.m. December 3 in the Library’s McAmis Community Room, 121 E. North Street.
Regular City Council Meeting will be held December 3 at 5:00 p.m. in the Council Chambers at City Hall, 105 E. Center St.
The Housing Authority Commission will meet December 10 at noon at the Sikeston Housing Authority Office, 360 Allen Boulevard.
The Board of Municipal Utilities Commission will meet at 4 PM., December 11 at the BMU Administration Building, 107 E. Malone Avenue.
The LCRA Commission will meet at 11:30 a.m., December 17 in the Council Chambers at City Hall, 105 E. Center St.
Sonny’s Solid Waste will have additional dumpsters set out for the overflow of extra holiday trash that may not fit in your toters. Starting the week of December 17-January 4, you can drop off your excess trash at any of the following dumpster locations:
1. Mary Lou Montgomery Park on Illinois Avenue (behind Fire Station #3)
2. In front of VFW Ballfield
3. Smith Street across from Alsup Cabinet
4. Lincoln Park on north end near Compress Road
5. Central Park on Edmondson Street
In observance of the Christmas holiday, City offices will be closed December 24-25.
There will be no trash pickup on Christmas Day (December 25). Trash pickup will resume December 26.
No trash pickup on New Years Day (January 1). Trash pickup will resume January 2.
|Compost Site & Recycling Program|
The City Compost is a public service for Sikeston residents to provide a place to discard garden and yard waste. Residents enter the front gate and check in with a Public Works employee. Proof of residency (drivers license) must be provided at this time. The resident will then be directed to a designated area for the items to be discarded. Unloading is the responsibility of the resident. If plastic bags are used, the bags must be emptied then discarded in the available dumpsters as they exit the Compost Site.
In conjunction with the Compost Site, Sonny's Solid Waste will furnish a 20-yard recycling box where recycling materials can be dropped off. Recycling materials can be dropped off during normal Compost hours. Recycling materials that will accepted are listed below. NOTE: Due to recent recycling changes, plastic bags will no longer be accepted.
Compress Road (1 block west of Northwest Street)
Compost Materials Accepted:
1. Tree branches & limbs (no more than 6" in diameter)
4. Grass Clippings
5. Tires are also being taken during regular compost dates. We have set a limit of 8 tires per compost day and should be no longer than 18" and off the rim
Recycling Materials Accepted:
1. Corrugated cardboard, gray board/chipboard, including soda, cereal and frozen pizza boxes
2. Newspaper, magazines, catalogs, junk mail and paper
3. Household plastic containers (#1, 2, 3, 4, 5, 7)

Recycling Program Schedule
Sonny's Solid Waste Recycling Center, located at 451 Smith St., has expanded their days and hours for recycling drop offs. In addition to their normal Wednesday hours of noon-5:00 p.m., they will adding two Saturdays per month, open from 8 a.m. to noon. While every effort will be made to follow this schedule, dates and times may be changed without notice due to bad weather.
NOTE: Due to recent changes in recycling, plastic bags will no longer be accepted at Sonny's Recycling Center during recycling drop offs. Please place all recycled items in the self-service stations in loose form.
