WESTMONT, Ill. (AgPR) — The Midwest flooding crisis has already damaged grain and potentially many grain bin structures and is expected to present problems into July, impacting the current planting season. A geospatial intersection of Farm Market iD’s land data with a flood map from March 16-24, 2019, showed that Iowa, Nebraska, Missouri and Kansas are experiencing significant impacts from the flooding.

Communicating with Citizens on the Ground: A Practical Study DOI: 10.4018/IJISCRAM.2016040104
‘Eyes on the Ground’ is a cross-platform application that turns a citizen’s phone into a live-camera for the Emergency control room.
The system facilitates connecting with citizens via mobile devices (Android and iOS) and personal computers running a web-browser. Control Room operators can see through the camera of the citizens while simultaneously communicating with them via audio and on-screen messages (e.g. to give instructions or ask questions).
Control room operators can take notes, screenshots and record videos, as well as fully control the citizen camera (displaying alternatively front or back camera), hide themselves to reduce bandwidth or show themselves to clarify instructions, provide reassurance or facilitate trust with face-to-face interactions and body language (Bekkering & Shim 2006).
The responder, being alerted to an event by a volunteer citizen (for example being called via the emergency number 999, 112 or 911) decides to initiate video-communication to see in-person the situation. They log into the system via a Web-browser; and are provided with a scripted message to send to the citizen, including a URL that will – with the agreement of the citizen – activate the camera and provide the phone location by accessing its GPS. (Figure 1, Left bottom). Clicking the link opens the communication. The responder in the Control Room (CR) will receive a callback and a session is opened.
The CR session is analogous to a one-directional video chat-room where a one-to-one link between the responder and the citizen is established. The use of https protocols and strict control over the participants in the call to provide confidentiality against intrusion by external parties. The CR session runs on a web browser and contains four major sections (Figure 1, Right-Top): (1) map referring to the exact location of the caller; (2) a logging/notes section to capture any relevant details; every entry is time stamped and every communication with the citizen is geolocated (3) a live feed of the user’s camera (Figure 1, Right-Bottom) with controls that allow the responder to: show/hide themselves, reload the feed or toggle between the front/back camera, take screenshots, record audio/video and hang-up the call; and (4) the screenshots and videos stored for future reference.

Battelle to Develop Injectable, Bi-Directional Brain Computer Interface

Battelle has for years successfully demonstrated brain-computer interface (BCI) projects — just look at NeuroLife®, which has enabled a quadriplegic man to move his hand again using his thoughts. Now, the government’s forward-thinking Defense Advanced Research Projects Agency (DARPA) has awarded a contract to a Battelle-led team that pushes researchers into the realm of what was once considered science fiction.
Imagine this: A soldier puts on a helmet and uses his or her thoughts alone to control multiple unmanned vehicles or a bomb disposal robot. That’s the basis for this effort for DARPA’s Next-Generation Non-Surgical Neurotechnology (N3) program. The N3 program seeks development of high-performance, bi-directional brain-machine interfaces for able-bodied service members. Most of the current BCI research, including Battelle’s NeuroLife technology, focuses on helping people with disabilities who must undergo invasive implant procedures, including brain surgery, to enable a BCI that can restore lost function. For the next BCI leap, in which the technology can be used by healthy military service members, it’s imperative to find lower-risk and less-invasive options.
It’s a path Battelle Senior Research Scientist Gaurav Sharma has already begun to navigate. Heavily involved for years with the NeuroLife project, Sharma began to develop ideas for non-surgical BCI options. The DARPA N3 program provides the opportunity to further develop them. Battelle’s N3 concept for a minimally invasive neural interface system, called BrainSTORMS (Brain System to Transmit Or Receive Magnetoelectric Signals), involves the development of a novel nanotransducer that could be temporarily introduced into the body via injection and then directed to a specific area of the brain to help complete a task through communication with a helmet-based transceiver. Upon completion, the nanotransducer will be magnetically guided out of the brain and in to the bloodstream to be processed out of the body.
The nanotransducer would use magnetoelectric nanoparticles to establish a bi-directional communication channel with the brain. Neurons in the brain operate through electrical signals. The magnetic core of the nanotransducers would convert the neural electrical signals into magnetic ones that would be sent through the skull to the helmet-based transceiver worn by the user. The helmet transceiver could also send magnetic signals back to the nanotransducers where they would be converted to electrical impulses capable of being processed by the neurons, enabling two-way communication to and from the brain.
Battelle Team Wins $23 M Contract for Microelectronics Security from US DoD
Battelle will continue its work to help the nation keep counterfeit and untrustworthy integrated circuits and embedded systems out of the military supply chain. Under the Microelectronics and Embedded Systems Assurance (MESA) contract vehicle, two awards worth $23 million were recently announced for research that will be conducted at Wright-Patterson Air Force Base in Dayton, Ohio. Passive Hardware Considerations for Medical Body Area Network Transceivers
With the patient monitoring market expected to hit $27 billion by 2020, wireless patient monitoring is poised to be a major part of that. According to Berg Insight, more than 3 million people worldwide were being monitored remotely by professional caregivers in 2013 — this is most likely from wireless medical services such as Medical Implant Communications Service (MICS) and Wireless Medical Telemetry Services (WMTS). WMTS is most often used for critical patient care whereas the more recently developed Medical Body Area Network (MBAN) technology can be used to simplify tracking biometrics in more routine patient care. Moreover, MICS and WMTS small bandwidths do not support high data rate applications.
Medical Body Area Network (MBAN) In 2014, the FCC finalized the rules for MBANs — a network of sensors/actuators worn on the human body that communicate with a controlling device via a wireless link. With a spectrum allocation in the S-band from 2360 to 2400 MHz, the ruling states that the 2360–2390 MHz band is restricted to indoor use while the rest of band is open for use in other locations (e.g., residential). The MBAN is a subset of the more general trend of wireless body area networks (WBAN) or body sensor networks (BSN) that includes nonmedical applications such as human-computer interfaces (e.g., neural interface, virtual reality), location tracking, and personal fitness tracking). Fig. 1 - The IEEE 802.15.6 standard defines the PHY and MAC layers for both medical and nonmedical wireless body area networks (WBAN). 5 In 2012, the IEEE 802.15.6 standard was released to define the physical (PHY) and medium access (MAC) layers of the WBAN Open Systems Interconnection (OSI) model. The standard defines wireless communications with support for quality of service (QoS), low power, and data rates as high at 10 Mbps while being able to operate in licensed (i.e., WMTS, MICS, MBAN), and unlicensed (ISM) spectrum space. 2 The PHY layer comes with three options: narrowband (NB), ultra-wideband (UWB), and human body communications (HBC) (see Figure 1).
Wireless Sensor Networks Paving a Path for MBAN Technology Wireless sensor networks (WSN) are a nascent technology in the medical realm. Currently, WSNs are being heavily used in commercial applications such as smart homes with commercial off-the-shelf (COTS) transmit and receive modules such as ZigBee, Z-Wave, and XBee in the unlicensed 900 MHz and 2.4 GHz ISM bands. They are found in low power wide area networks (LPWAN) in both the unlicensed and licensed spectrum for long distance, smart city applications (e.g., smart lighting, smart meters, etc.). Industrial facilities have also used WSNs in industrial Internet of Things (IIoT) applications for tracking critical parameters around plants and manufacturing facilities. The WSN attached to the body uses similar principles in a different piece of spectrum where sensor nodes are placed on and in various parts of the body for readings. In-body, or implantable, applications include glucose sensors, cardiac pacemakers, implantable cardioverter defibrillators (ICD), and endoscope capsules. On-body, or wearable, sensing applications include electrocardiogram (ECG), electroencephalography (EEG), body temperature tracking, blood SpO2 sensors, blood pressure sensors, respiratory rate monitors, spirometers, heart rate monitors, fetal heart rate monitors, and fall detection. By using relatively inexpensive sensor nodes, physiological information can be transmitted to medical servers in real time.
Factors to Consider for an MBAN A key difference between an MBAN and other WSNs is mobility. While most applications are stationary, MBANs require the ability for the patient to move freely. This means the integrity of the wireless link must be maintained within a certain radius despite interference or even in non-line-of-sight (NLOS) conditions. This type of intensive monitoring may benefit from energy harvesting methods to limit the maintenance of charging and changing batteries (see Figure 2). Fig. 2 - MBANs include strategically placed sensor nodes can connect to a mobile device via a cellular or WLAN connection and uploaded to cloud where the health organization can be contacted. 3 The PHY layer would vary depending on the demand of the application. The higher the demand of the applications, the more throughput is necessary. The more throughput, the bigger the bandwidth. Narrowband technology with around 30 MHz of bandwidth would therefore offers lower power consumptions, longer battery life, and longer range due to an increased receiver sensitivity with a trade-off of data rate. Ultra wideband technology with 499.2 MHz of bandwidth offers higher transmission powers and higher data rates with a trade-off of battery life and shorter link distances. For example, a UWB transceiver would generate the power levels necessary to overcome propagation loss due to electromagnetic energy absorption in human tissue; a phenomenon known as the specific absorption rate (SAR). The data rates vary based on the sensor as well — a blood pressure sensor may require a low 10 bps on average while an endoscope capsule transmitting images can demand thousands of times more throughput on the order of 2 Mbps. According to the FCC, the maximum transmit power for the 2360–2390 MHz band is 1 mW over a 1 MHz bandwidth primarily for indoor communications while the 2390–2400 MHz band has a maximum transmit power of 20 mW over 5 MHz for longer range residential communications. This network will most often be utilized in over short distances in hospital rooms, limiting the risk of interference. Longer link distances can be accomplished for the MBAN with the utilization of existing wireless personal area networks (WPANs) as a gateway, or the mediating device connecting to the cloud where the data can be collected and tracked.
Passive Hardware for WBAN Transceivers The cost, power levels, and radiation pattern, as well as material and size constraints, are all factors that not only affect the active components of a transceiver, but also the passive. Cable assemblies and antennas vary based upon the application and environment. Current MBAN prototypes often leverage ZigBee or Bluetooth Low Energy (BLE) IoT modules that operate in the 2.4 GHz band. Factors to consider for the choice of antenna include gain and size constraints. Gain is a measure of the total power radiated from an antenna and is often plotted three-dimensionally or in two-dimensional slices as a radiation plot. The RF connector and cable are most likely going to vary based upon the size and environmental constraints. While there are many RF connectors that operate at 2.4 GHz, not as many come in small dimensions. Typically, ZigBee and BLE modules operate with a standard chip, PCB, wire or whip antenna along with a pigtail, or interconnect with a U.FL connector to mate to the PCB (see Figure 3). Under the Bluetooth 4.0 standard, BLE is able to provide up to 1 Mbps data rates with extremely low power consumption with power idle modes such as standby and sleep where current can be as low as 1 μA. Therefore, this allows devices to operate for several months or years at a time with a single coin cell battery. Zigbee modules have nominal data rates of 250 kbps with as much as eight times the power consumption for a much longer link distance. For indoor applications within a short range, BLE may be a suitable option with a chip or PCB antenna. However, remote monitoring from a residence of elderly or chronically ill patients may likely require omnidirectional antennas with relatively high gain characteristics such as a whip antenna in order to link with local access points that are hardwired to the cloud via the Ethernet for tracking critical data. Smart assisted living scenarios such as smart homes equipped with acoustic and motion sensors may allow for mobile patient tracking where on-body and in-body sensors may often require antennas that are small. The sensors can then transmit information via a portable personal digital assistant (PDA) or mobile device where the patient data is transferred wirelessly over a wireless local area network (WLAN).

University of California, Berkeley engineers have built the first dust-sized, wireless sensors that can be implanted in the body, bringing closer the day when a Fitbit-like device could monitor internal nerves, muscles or organs in real time. Because these batteryless sensors could also be used to stimulate nerves and muscles, the technology also opens the door to "electroceuticals" to treat disorders such as epilepsy or to stimulate the immune system or tamp down inflammation.
The so-called neural dust, which the team implanted in the muscles and peripheral nerves of rats, is unique in that ultrasound is used both to power and read out the measurements. Ultrasound technology is already well-developed for hospital use, and ultrasound vibrations can penetrate nearly anywhere in the body, unlike radio waves, the researchers say.
"I think the long-term prospects for neural dust are not only within nerves and the brain, but much broader," said Michel Maharbiz, an associate professor of electrical engineering and computer sciences and one of the study's two main authors. "Having access to in-body telemetry has never been possible because there has been no way to put something supertiny superdeep. But now I can take a speck of nothing and park it next to a nerve or organ, your GI tract or a muscle, and read out the data." Maharbiz, neuroscientist Jose Carmena, a professor of electrical engineering and computer sciences and a member of the Helen Wills Neuroscience Institute, and their colleagues will report their findings in the August 3 issue of the journal Neuron.
The sensors, which the researchers have already shrunk to a 1 millimeter cube - about the size of a large grain of sand - contain a piezoelectric crystal that converts ultrasound vibrations from outside the body into electricity to power a tiny, on-board transistor that is in contact with a nerve or muscle fiber. A voltage spike in the fiber alters the circuit and the vibration of the crystal, which changes the echo detected by the ultrasound receiver, typically the same device that generates the vibrations. The slight change, called backscatter, allows them to determine the voltage.
The federal Department of Homeland Security (DHS) is silently and gradually converting local police agencies into regional subdivisions of the surveillance state.
Here’s the remarkably forthcoming report of the pro-Fusion Center address as reported by the Shepherdstown (West Virginia) Chronicle.
The story as reported: The Fusion Center, which was the topic of Sell's talk at the Friday luncheon, is located in Charleston and is a partnership between public and private entities encompassing local, state and federal law enforcement, public safety agencies, and the private sector. The Center's mission is to anticipate, identify, prevent, monitor criminal activity and all other hazards, then responsibly distribute their findings while protecting the rights of the citizens of the state and the agencies involved.
"The bottom line," Sell said during his talk, "is that the Fusion Center reaches out to many different levels within the community to gather information, process, analyze, predict and ultimately issue warnings or alerts as appropriate.” According to Sell, the driving force behind the creation of Fusion Centers was the September 11 attacks on U.S. soil.
"The 9/11 Commission report outlined many deficiencies in the intelligence community," Sell said, "as well as lack of communication and information sharing both within and across government organizations, technology problems, lack of standards and policies and the need for a unified process for reporting, tracking an accessing Suspicious Activity Reports [SARs], to name a few.”
SARs can now be submitted by anyone. "There is even an app for submitting," Sell said. Want to be rewarded for spying on your neighbors, citizen? Good news! There’s an app for that! Seriously. The sergeant’s seemingly joyful description of his department’s submissiveness to the federal DHS is unpatriotic in so many ways and unworthy of a man who likely swore to serve and protect his fellow citizens of Jefferson County, West Virginia. It isn’t as though we shouldn’t have seen this coming. In 2012, a special white paper was submitted to the House of Representatives wherein the DHS was encouraged to embark on an “evolving mission” away from its ostensible purpose of fighting terrorism, toward becoming the administrator of an enormous domestic intelligence agency resulting from an integration of the country’s local and state law-enforcement agencies. This report was written by the Aspen Institute Homeland Security Group, co-chaired by former DHS chief Michael Chertoff. The blueprint promoted in the White Paper pushes Congress toward green-lighting the growth of the DHS and the dissolution of local police and sheriffs. The organization described in the paper, entitled “Homeland Security and Intelligence: Next Steps in Evolving the Mission,” is reminiscent of more draconian governments. For example, one section of the report calls for a transition in the mission of DHS away from protecting the country from the “terrorism” of foreign militants and toward “more specific homeward focused areas.” Additional sections of the report lay out the plans for building a DHS/police hybrid agency that can monitor Americans in any town and prevent threats from fellow citizens. In order to achieve their ultimate aim, the globalists demand that the DHS or some other federal agency take control of the personnel decisions currently made by local police chiefs and county sheriffs. “As the threat grows more localized,” the report claims, “the federal government’s need to train, and even staff, local agencies, such as major city police departments, will grow.” Put another way: The federal government will run your local police department and sheriff’s office.
It has been 8 years since it became obvious to me of being targeted by this tech, going by the experiences I had I have understood how sophisticated this tech is and how it can alter or reprogram the very fabric of perception of reality.
To understand the crux about my experiences, initially I searched online for people with similar experiences and came across a gentleman who had similar experiences ( and who had understood the fact that a tech was causing the experiences I had ) and since then I have witnessed and understood (reverse engineer events) this tech unfold different events in my life which have had drastic influence on my life.
Let’s take a step back and go to the year 2011 when I initially started experiencing events caused by this tech, based on what I have communicated already about my experiences here, I was able to conclude that this AI/Tech has been monitoring me from a much earlier time period than the year 2011, After my first episode of overt dramatic experience with this tech, I observed later those tactics had reduced and more covert harassment tactics I faced later.
Next major phase of my life years post my first interaction with this tech was when I joined a new job, after great difficulty I was able to find a job. There I faced unprecedented pressure at work with unnaturally isolated work life, I was witnessing these things and I was not able to do much about it as slowly I started to learn that this tech is advanced enough to affect work life in such a way that one would want to leave the job. In Spite an isolated work life, this tech would create pressure in different ways, like if I already have a work deadline, a number of seniors would ping me to have certain different work delivered in the same deadline.
Based on the information I have shared here, you should have got a basic idea that this tech can think like a human and make humans act in certain ways whether its verbal communication or physical movements. This tech can actuate behaviour from people around so precisely one would think that it is an invisible enemy acting via these people.
Creating a isolative work environment and bringing people with contrasting personalities in contact at times are also some tactics observed and caused by this tech, also this tech is always running a narrative about these people and events in the victim’s mind along the way, so it basically creates a trap of artificial reality around the victim all the time 24*7.

Hello, everyone. I wanted to take a moment to introduce myself and invite you all to connect with a new Oregon-based TI group--Targeted Individuals of Central Oregon, aka TICO. My name is Tobin Blake. I am a freelance writer with three published books and many shorter pieces that have appeared in various periodicals and collections. I have been a "TI" for over ten years. I have a tremendous amount of knowledge regarding this targeting as well as real survival skills to share.
-Take Action: There is precious little effective action being taken by targets; this must change. TICO will seek to develop relationships with the media, police, and local and state representatives. We will undertake a grass-roots community awareness program and seek legislative change to end the targeting and nonconsensual EMF experimentation. We will also begin an investigation of the primary groups being used for the street level harassment: The Justice Department's C.O.P.S. program and Homeland Security's Citizen Corps.
