Jack Gallant never set out to create a mind-reading machine. His focus was more prosaic. A computational neuroscientist at the University of California, Berkeley, Dr. Gallant worked for years to improve our understanding of how brains encode information — what regions become active, for example, when a person sees a plane or an apple or a dog — and how that activity represents the object being viewed. By the late 2000s, scientists could determine what kind of thing a person might be looking at from the way the brain lit up — a human face, say, or a cat. But Dr. Gallant and his colleagues went further. They figured out how to use machine learning to decipher not just the class of thing, but which exact image a subject was viewing. (Which photo of a cat, out of three options, for instance.)
One day, Dr. Gallant and his postdocs got to talking. In the same way that you can turn a speaker into a microphone by hooking it up backward, they wondered if they could reverse engineer the algorithm they’d developed so they could visualize, solely from brain activity, what a person was seeing.
The first phase of the project was to train the AI. For hours, Dr. Gallant and his colleagues showed volunteers in fMRI machines movie clips. By matching patterns of brain activation prompted by the moving images, the AI built a model of how the volunteers’ visual cortex, which parses information from the eyes, worked. Then came the next phase: translation. As they showed the volunteers movie clips, they asked the model what, given everything it now knew about their brains, it thought they might be looking at.
The experiment focused just on a subsection of the visual cortex. It didn’t capture what was happening elsewhere in the brain — how a person might feel about what she was seeing, for example, or what she might be fantasizing about as she watched. The endeavor was, in Dr. Gallant’s words, a primitive proof of concept. And yet the results, published in 2011, are remarkable.
The reconstructed images move with a dreamlike fluidity. In their imperfection, they evoke expressionist art. (And a few reconstructed images seem downright wrong.) But where they succeed, they represent an astonishing achievement: a machine translating patterns of brain activity into a moving image understandable by other people — a machine that can read the brain.
Dr. Gallant was thrilled. Imagine the possibilities when better brain-reading technology became available? Imagine the people suffering from locked-in syndrome, Lou Gehrig’s disease, the people incapacitated by strokes, who could benefit from a machine that could help them interact with the world? He was also scared because the experiment showed, in a concrete way, that humanity was at the dawn of a new era, one in which our thoughts could theoretically be snatched from our heads. What was going to happen, Dr. Gallant wondered, when you could read thoughts the thinker might not even be consciously aware of, when you could see people’s memories? “That’s a real sobering thought that now you have to take seriously,” he told me recently.
‘A Human Rights Issue’ To grasp why Dr. Yuste frets so much about brain-reading technology, it helps to understand his research. He helped pioneer a technology that can read and write to the brain with unprecedented precision, and it doesn’t require surgery. But it does require genetic engineering. Dr. Yuste infects mice with a virus that inserts two genes into the animals’ neurons. One prompts the cells to produce a protein that make them sensitive to infrared light; the other makes the neurons emit light when they activate. Thereafter, when the neurons fire, Dr. Yuste can see them light up. And he can activate neurons in turn with an infrared laser. Dr. Yuste can thus read what’s happening in the mouse brain and write to the mouse’s brain with an accuracy impossible with other techniques. And he can, it appears, make the mice “see” things that aren’t there. In one experiment, he trained mice to take a drink of sugar water after a series of bars appeared on a screen. He recorded which neurons in the visual cortex fired when the mice saw those bars. Then he activated those same neurons with the laser, but without showing them the actual bars. The mice had the same reaction: They took a drink. He likens what he did to implanting an hallucination. “We were able to implant into these mice perceptions of things that they hadn’t seen,” he told me. “We manipulated the mouse like a puppet.” This method, called optogenetics, is a long way from being used in people. To begin with, we have thicker skulls and bigger brains, making it harder for infrared light to penetrate. And from a political and regulatory standpoint, the bar is high for genetically engineering human beings. But scientists are exploring workarounds — drugs and nanoparticles that make neurons receptive to infrared light, allowing precise activation of neurons without genetic engineering. The lesson in Dr. Yuste’s view is not that we’ll soon have lasers mounted on our heads that play us “like pianos,” but that brain-reading and possibly brain-writing technologies are fast approaching, and society isn’t prepared for them. “We think this is a human rights issue,” he told me.
In a 2017 paper in the journal Nature, Dr. Yuste and 24 other signatories, including Dr. Gallant, called for the formulation of a human rights declaration that explicitly addressed “neurorights”and what they see as the threats posed by brain-reading technology before it becomes ubiquitous. Information taken from people’s brains should be protected like medical data, Dr. Yuste says, and not exploited for profit or worse. And just as people have the right not to self-incriminate with speech, we should have the right not to self-incriminate with information gleaned from our brains. Dr. Yuste’s activism was prompted in part, he told me, by the large companies suddenly interested in brain-machine research. Say you’re using your Google Cap. And like many products in the Google ecosystem, it collects information about you, which it uses to help advertisers target you with ads. Only now, it’s not harvesting your search results or your map location; it’s harvesting your thoughts, your daydreams, your desires. Who owns those data? Or imagine that writing to the brain is possible. And there are lower-tier versions of brain-writing gizmos that, in exchange for their free use, occasionally “make suggestions” directly to your brain. How will you know if your impulses are your own, or if an algorithm has stimulated that sudden craving for Ben & Jerry’s ice cream or Gucci handbags? “People have been trying to manipulate each other since the beginning of time,” Dr. Yuste told me. “But there’s a line that you cross once the manipulation goes directly to the brain, because you will not be able to tell you are being manipulated.” When I asked Facebook about concerns around the ethics of big tech entering the brain-computer interface space, Mr. Chevillet, of Facebook Reality Labs, highlighted the transparency of its brain-reading project. “This is why we’ve talked openly about our B.C.I. research — so it can be discussed throughout the neuroethics community as we collectively explore what responsible innovation looks like in this field,” he said in an email. Ed Cutrell, a senior principal researcher at Microsoft, which also has a B.C.I. program, emphasized the importance of treating user data carefully. “There needs to be clear sense of where that information goes,” he told me. “As we are sensing more and more about people, to what extent is that information I’m collecting about you yours?” Some find all this talk of ethics and rights, if not irrelevant, then at least premature. Medical scientists working to help paralyzed patients, for example, are already governed by HIPAA laws, which protect patient privacy. Any new medical technology has to go through the Food and Drug Administration approval process, which includes ethical considerations. (Ethical quandaries still arise, though, notes Dr. Kirsch. Let’s say you want to implant a sensor array in a patient suffering from locked-in syndrome. How do you get consent to conduct surgery that might change the person’s life for the better from someone who can’t communicate?) Leigh Hochberg, a professor of engineering at Brown University and part of the BrainGate initiative, sees the companies now piling into the brain-machine space as a boon. The field needs these companies’ dynamism — and their deep pockets, he told me. Discussions about ethics are important, “but those discussions should not at any point derail the imperative to provide restorative neurotechnologies to people who could benefit from them,” he added. Ethicists, Dr. Jepsen told me, “must also see this: The alternative would be deciding we aren’t interested in a deeper understanding of how our minds work, curing mental disease, really understanding depression, peering inside people in comas or with Alzheimer’s, and enhancing our abilities in finding new ways to communicate.” There’s even arguably a national security imperativeto plow forward. China has its own version of BrainGate. If American companies don’t pioneer this technology, some think, Chinese companies will. “People have described this as a brain arms race,” Dr. Yuste said. Not even Dr. Gallant, who first succeeded in translating neural activity into a moving image of what another person was seeing — and who was both elated and horrified by the exercise — thinks the Luddite approach is an option. “The only way out of the technology-driven hole we’re in is more technology and science,” he told me. “That’s just a cool fact of life.” Moises Velasquez-Manoff, the author of “An Epidemic of Absence: A New Way of Understanding Allergies and Autoimmune Diseases,” is a contributing opinion writer.

The mysterious neurological symptoms experienced by American diplomats in China and Cuba are consistent with the effects of directed microwave energy, according to a long-awaited report by the National Academies of Sciences that cites medical evidence to support the long-held conviction of American intelligence officials.
The report, obtained Friday by NBC News, does not conclude that the directed energy was delivered intentionally, by a weapon, as some U.S. officials have long believed. But it raises that disturbing possibility. The report was transferred to Congress after bipartisan calls led by U.S. Senator Jeanne Shaheen, a Democrat from New Hampshire who is a senior member of the Senate Foreign Relations and Armed Services Committees. She issued the following statement: “The health effects from these mysterious injuries have tormented those afflicted. Their illnesses and suffering are real and demand a response from Congress. American public servants and their families – who have been targeted – have requested that Congress receive and review this report, so I’m glad the State Department heeded our bipartisan call so we can get to work.” Read full article
Scientists suggest US embassies were hit with high-power microwaves – here’s how the weapons work
The mystery ailment that has afflicted U.S. embassy staff and CIA officers off and on over the last four years in Cuba, China, Russia and other countries appears to have been caused by high-power microwaves, according to a report released by the National Academies. A committee of 19 experts in medicine and other fields concluded that directed, pulsed radiofrequency energy is the “most plausible mechanism” to explain the illness, dubbed Havana syndrome.
The report doesn’t clear up who targeted the embassies or why they were targeted. But the technology behind the suspected weapons is well understood and dates back to the Cold War arms race between the U.S. and the Soviet Union. High-power microwave weapons are generally designed to disable electronic equipment. But as the Havana syndrome reports show, these pulses of energy can harm people, as well.
As an electrical and computer engineer who designs and builds sources of high-power microwaves, I have spent decades studying the physics of these sources, including work with the U.S. Department of Defense. Directed energy microwave weapons convert energy from a power source – a wall plug in a lab or the engine on a military vehicle – into radiated electromagnetic energy and focus it on a target. The directed high-power microwaves damage equipment, particularly electronics, without killing nearby people. Two good examples are Boeing’s Counter-electronics High-powered Microwave Advanced Missile Project (CHAMP), which is a high-power microwave
source mounted in a missile, and Tactical High-power Operational Responder (THOR), which was recently developed by the Air Force Research Laboratory to knock out swarms of drones.
Cold War origins
These types of directed energy microwave devices came on the scene in the late 1960s in the U.S. and the Soviet Union. They were enabled by the development of pulsed power in the 1960s. Pulsed power generates short electrical pulses that have very high electrical power, meaning both high voltage – up to a few megavolts – and large electrical currents – tens of kiloamps. That’s more voltage than the highest-voltage long-distance power transmission lines, and about the amount of current in a lightning bolt.
Plasma physicists at the time realized that if you could generate, for example, a 1-megavolt electron beam with 10-kiloamp current, the result would be a beam power of 10 billion watts, or gigawatts. Converting 10% of that beam power into microwaves using standard microwave tube technology that dates back to the 1940s generates 1 gigawatt of microwaves. For comparison, the output power of today’s typical microwave ovens is around a thousand watts – a million times smaller.
The development of this technology led to a subset of the U.S.-Soviet arms race – a microwave power derby. When the Soviet Union collapsed in 1991, I and other American scientists gained access to Russian pulsed power accelerators, like the SINUS-6 that is still working in my lab. I had a fruitful decade of collaboration with my Russian colleagues, which swiftly ended following Vladimir Putin’s rise to power.

Today, research in high-power microwaves continues in the U.S. and Russia but has exploded in China. I have visited labs in Russia since 1991 and labs in China since 2006, and the investment being made by China dwarfs activity in the U.S. and Russia. Dozens of countries now have active high-power microwave research programs.
Lots of power, little heat
Although these high-power microwave sources generate very high power levels, they tend to generate repeated short pulses. For example, the SINUS-6 in my lab produces an output pulse on the order of 10 nanoseconds, or billionths of a second. So even when generating 1 gigawatt of output power, a 10-nanosecond pulse has an energy content of only 10 joules. To put this in perspective, the average microwave oven in one second generates 1 kilojoule, or thousand joules of energy. It typically takes about 4 minutes to boil a cup of water, which corresponds to 240 kilojoules of energy.
This is why microwaves generated by these high-power microwave weapons don’t generate noticeable amounts of heat, let alone cause people to explode like baked potatoes in microwave ovens.
High power is important in these weapons because generating very high instantaneous power yields very high instantaneous electric fields, which scale as the square root of the power. It is these high electric fields that can disrupt electronics, which is why the Department of Defense is interested in these devices.

How it affects people
The National Academies report links high-power microwaves to impacts on people through the Frey effect. The human head acts as a receiving antenna for microwaves in the low gigahertz frequency range. Pulses of microwaves in these frequencies can cause people to hear sounds, which is one of the symptoms reported by the affected U.S. personnel. Other symptoms Havana syndrome sufferers have reported include headaches, nausea, hearing loss, lightheadedness and cognitive issues.
The report notes that electronic devices were not disrupted during the attacks, suggesting that the power levels needed for the Frey effect are lower than would be required for an attack on electronics. This would be consistent with a high-power microwave weapon located at some distance from the targets. Power decreases dramatically with distance through the inverse square law, which means one of these devices could produce a power level at the target that would be too low to affect electronics but that could induce the Frey effect.
The Russians and the Chinese certainly possess the capabilities of fielding high-power microwave sources like the ones that appear to have been used in Cuba and China. The truth of what actually happened to U.S. personnel in Cuba and China – and why – might remain a mystery, but the technology most likely involved comes from textbook physics, and the military powers of the world continue to develop and deploy it.
Battelle-Led Team Wins DARPA Award to Develop Injectable, Bi-Directional Brain Computer Interface

COLUMBUS, Ohio (May 20, 2019)—Battelle has for years successfully demonstrated brain-computer interface (BCI) projects—just look at NeuroLife®, which has enabled a quadriplegic man to move his hand again using his thoughts. Now, the government’s forward-thinking Defense Advanced Research Projects Agency (DARPA) has awarded a contract to a Battelle-led team that pushes researchers into the realm of what was once considered science fiction.
Imagine this: A soldier puts on a helmet and uses his or her thoughts alone to control multiple unmanned vehicles or a bomb disposal robot. That’s the basis for this effort for DARPA’s Next-Generation Non-Surgical Neurotechnology (N3) program. The N3 program seeks development of high-performance, bi-directional brain-machine interfaces for able-bodied service members. Most of the current BCI research, including Battelle’s NeuroLife technology, focuses on helping people with disabilities who must undergo invasive implant procedures, including brain surgery, to enable a BCI that can restore lost function. For the next BCI leap, in which the technology can be used by healthy military service members, it’s imperative to find lower-risk and less-invasive options.
It’s a path Battelle Senior Research Scientist Gaurav Sharma has already begun to navigate. Heavily involved for years with the NeuroLife project, Sharma began to develop ideas for non-surgical BCI options. The DARPA N3 program provides the opportunity to further develop them.
Battelle’s N3 concept for a minimally invasive neural interface system, called BrainSTORMS (Brain System to Transmit Or Receive Magnetoelectric Signals), involves the development of a novel nanotransducer that could be temporarily introduced into the body via injection and then directed to a specific area of the brain to help complete a task through communication with a helmet-based transceiver. Upon completion, the nanotransducer will be magnetically guided out of the brain and in to the bloodstream to be processed out of the body.
The nanotransducer would use magnetoelectric nanoparticles to establish a bi-directional communication channel with the brain. Neurons in the brain operate through electrical signals. The magnetic core of the nanotransducers would convert the neural electrical signals into magnetic ones that would be sent through the skull to the helmet-based transceiver worn by the user. The helmet transceiver could also send magnetic signals back to the nanotransducers where they would be converted to electrical impulses capable of being processed by the neurons, enabling two-way communication to and from the brain.
“This is one of the most exciting and challenging projects I have worked on,” said Sharma. “With BrainSTORMS, we will again be pushing the limits engineering and physics. If successful, this technology would not only provide a safe and efficient way to facilitate human machine interactions but also has the potential to revolutionize the study of the nervous system.”
Sharma’s experience and contacts in the BCI field are key to the effort’s success. Battelle will apply its expertise in neural decoding, artificial intelligence, hardware engineering, in vitro electrophysiology and systems integration to combine the various aspects of the project. But all-stars were needed to complete the team. “We knew we needed a strong team if we wanted to succeed in this mission,” said Sharma. “Our collaborators are experts in important areas for the program.”
Sakhrat Khizroev at the University of Miami will lead nanoparticle synthesis and characterization. Together with Ping Liang, Khizroev has pioneered magnetoelectric nanotransducers for medical applications. Cellular Nanomed Inc., a California-based small business led by Liang, will develop the external transceiver technology. Liang and Khizroev have also worked together on smart array technologies for the read and write of brain-computer interface signals.
Doug Weber at the University of Pittsburgh will lead the preclinical safety and efficacy studies, bringing decades of experience in neural engineering research and development. His team has led several projects focused on developing closed-loop neurotechnology systems that enable people to control and feel prosthetic limbs through direct connections to the nervous system. He and his colleagues are currently managing multiple first-in-human trials of novel neurotechnology systems at the University of Pittsburgh.
Before the end of the project, Andy McKinley and Justin Estepp at the Air Force Research Laboratory will conduct human demonstration studies. McKinley is a leader in the use of brain stimulation technologies for cognitive performance optimization.
Battelle recently began the first phase of the program with $2 million in funding to demonstrate the core concept of the technology. If the team’s concept proves successful, Battelle will receive additional funding for the second and third phases of the program. The full contract is worth approximately $20 million over four years for the Battelle team.
7 Ways Brain-Computer Interface Companies Are Using AI
The World Economic Forum (WEF) was founded fifty years ago. It has gained more and more prominence over the decades and has become one of the leading platforms of futuristic thinking and planning. As a meeting place of the global elite, the WEF brings together the leaders in business and politics along with a few selected intellectuals. The main thrust of the forum is global control. Free markets and individual choice do not stand as the top values, but state interventionism and collectivism. Individual liberty and private property are to disappear from this planet until 2030 according to the projections and scenarios coming from the World Economic Forum.
Eight Predictions
Individual liberty is at risk again. What may lie ahead was projected in November 2016 when the WEF published “8 Predictions for the World in 2030.” According to the WEF’s scenario, the world will become quite a different place from now because how people work and live will undergo a profound change. The scenario for the world 2030 is more than just a forecast. It is a plan whose implementation has accelerated drastically since with the announcement of a pandemic and the consequent lockdowns.
According to the projections of the WEF’s “Global Future Councils,” private property and privacy will be abolished during the next decade. The coming expropriation would go further than even the communist demand to abolish the property of production goods but leave space for private possessions. The WEF projection says that consumer goods, too, would be no longer private property.
If the WEF projection should come true, people would have to rent and borrow their necessities from the state, which would be the sole proprietor of all goods. The supply of goods would be rationed in line with a social credit points system. Shopping in the traditional sense would disappear along with the private purchases of goods. Every personal move would be tracked electronically, and all production would be subject to the requirements of clean energy and a sustainable environment.
In order to attain “sustainable agriculture,” the food supply will be mainly vegetarian. In the new totalitarian service economy, the government will provide basic accommodation, food, and transport, while the rest must be lent from the state. The use of natural resources will be brought down to its minimum. In cooperation with the few key countries, a global agency would set the price of CO2 emissions at an extremely high level to disincentivize its use.
In a promotional video, the World Economic Forum summarizes the eight predictions in the following statements:
People will own nothing. Goods are either free of charge or must be lent from the state.
The United States will no longer be the leading superpower, but a handful of countries will dominate.
Organs will not be transplanted but printed.
Meat consumption will be minimized.
Massive displacement of people will take place with billions of refugees.
To limit the emission of carbon dioxide, a global price will be set at an exorbitant level.
People can prepare to go to Mars and start a journey to find alien life.
Western values will be tested to the breaking point.
Beyond Privacy and Property
In a publication for the World Economic Forum, the Danish ecoactivist Ida Auken who had served as her country’s minister of the environment from 2011 to 2014 and still is a member of the Danish Parliament (the Folketing) as elaborated a scenario of a world without privacy or property. In “Welcome to 2030,” she envisions a world where “I own nothing, have no privacy, and life has never been better.” By 2030, so says her scenario, shopping and owning have become obsolete, because everything that once was a product is now a service.
In this idyllic new world of hers, people have free access to transportation, accommodation, food, “and all the things we need in our daily lives.” As these things will become free of charge, “it ended up not making sense for us to own much.” There would be no private ownership in houses nor would anyone pay rent, “because someone else is using our free space whenever we do not need it.” A person’s living room, for example, will be used for business meetings when one is absent. Concerns like “lifestyle diseases, climate change, the refugee crisis, environmental degradation, completely congested cities, water pollution, air pollution, social unrest and unemployment” are things of the past. The author predicts that people will be happy to enjoy such a good life that is so much better “than the path we were on, where it became so clear that we could not continue with the same model of growth.”
Ecological Paradise
In her 2019 contribution to the Annual Meeting of the Global Future Councils of the World Economic Forum, Ida Auken foretells how the world may look in the future “if we win the war on climate change.” By 2030, when CO2 emissions will be greatly reduced, people will live in a world where meet on the dinner plate “will be a rare sight” while water and the air will be much cleaner than today. Because of the shift from buying goods to using services, the need to have money will vanish, because people will spend less and less on goods. Work time will shrink and leisure time will grow.
For the future, Auken envisions a city where electric cars have substituted conventional combustion vehicles. Most of the roads and parking spaces will have become green parks and walking zones for pedestrians. By 2030, agriculture will offer mainly plant-based alternatives to the food supply instead of meat and dairy products. The use of land to produce animal feed will greatly diminish and nature will be spreading across the globe again.
Fabricating Social Consent
How can people be brought to accept such a system? The bait to entice the masses is the assurances of comprehensive healthcare and a guaranteed basic income. The promoters of the Great Reset promise a world without diseases. Due to biotechnologically produced organs and individualized genetics-based medical treatments, a drastically increased life expectancy and even immortality are said to be possible. Artificial intelligence will eradicate death and eliminate disease and mortality. The race is on among biotechnological companies to find the key to eternal life.
Along with the promise of turning any ordinary person into a godlike superman, the promise of a “universal basic income” is highly attractive, particularly to those who will no longer find a job in the new digital economy. Obtaining a basic income without having to go through the treadmill and disgrace of applying for social assistance is used as a bait to get the support of the poor.
To make it economically viable, the guarantee of a basic income would require the leveling of wage differences. The technical procedures of the money transfer from the state will be used to promote the cashless society. With the digitization of all monetary transactions, each individual purchase will be registered. As a consequence, the governmental authorities would have unrestricted access to supervise in detail how individual persons spend their money. A universal basic income in a cashless society would provide the conditions to impose a social credit system and deliver the mechanism to sanction undesirable behavior and identify the superfluous and unwanted.
Who Will Be the Rulers?
The World Economic Forum is silent about the question of who will rule in this new world.
There is no reason to expect that the new power holders would be benevolent. Yet even if the top decision-makers of the new world government were not mean but just technocrats, what reason would an administrative technocracy have to go on with the undesirables? What sense does it make for a technocratic elite to turn the common man into a superman? Why share the benefits of artificial intelligence with the masses and not keep the wealth for the chosen few?
Not being swayed away by the utopian promises, a sober assessment of the plans must come to the conclusion that in this new world, there would be no place for the average person and that they would be put away along with the “unemployable,” “feeble minded,” and “ill bred.” Behind the preaching of the progressive gospel of social justice by the promoters of the Great Reset and the establishment of a new world order lurks the sinister project of eugenics, which as a technique is now called “genetic engineering” and as a movement is named “transhumanism,” a term was coined by Julian Huxley, the first director of the UNESCO.
The promoters of the project keep silent about who will be the rulers in this new world. The dystopian and collectivist nature of these projections and plans is the result of the rejection of free capitalism. Establishing a better world through a dictatorship is a contradiction in terms. Not less but more economic prosperity is the answer to the current problems. Therefore, we need more free markets and less state planning. The world is getting greener and a fall in the growth rate of the world population is already underway. These trends are the natural consequence of wealth creation through free markets.
Conclusion
The World Economic Forum and its related institutions in combination with a handful of governments and a few high-tech companies want to lead the world into a new era without property or privacy. Values like individualism, liberty, and the pursuit of happiness are at stake, to be repudiated in favor of collectivism and the imposition of a “common good” that is defined by the self-proclaimed elite of technocrats. What is sold to the public as the promise of equality and ecological sustainability is in fact a brutal assault on human dignity and liberty. Instead of using the new technologies as an instrument of betterment, the Great Reset seeks to use the technological possibilities as a tool of enslavement. In this new world order, the state is the single owner of everything. It is left to our imagination to figure out who will program the algorithms that manage the distribution of the goods and services.

I do fear for my life and my families lives because they have also threatened to kill my family. Binney says regulations for classification of the U.S. government including NSA is under executive order 13526 section 1.7...he goes on to say that section 1.7 of that order makes it perfectly clear you cannot classify any evidence of crime, corruption, fraud, and says a few other things. I believe this executive order even says embarrassment of an agency cannot be classified. Oh my, how many laws have been broken making evidence classified.
