Rob Lord joined Martin Health in 1998 as vice president and chief legal officer and has served as senior vice president and chief operating officer since 2014. Beginning in 2012, Lord played a pivotal role in the development of Tradition Medical Center when he was named senior vice president, system facilities management, and Tradition Medical Center campus leader.
A graduate of Stetson University College of Law and Florida State University, Rob Lord holds board certification as a healthcare executive from the American College of Healthcare Executives. The Florida Bar has also recognized him as a board certified specialist in health law. A resident of Martin County since childhood, Lord has been active in many community organizations including the Roundtable of St. Lucie County, Friends of the Blake Library, St. Lucie County Community Board, Martin County Community Board, Hibiscus Children's Center, United Way of Martin County and the chambers of commerce for both St. Lucie and Martin counties.

Dear Friends,    

I am reaching out today to ask for your help to save our waterways. We are at a critical point in history where our input can influence changes in the way that Lake Okeechobee is managed, including the harmful discharges that pollute and poison our estuaries.

The U.S. Army Corps of Engineers (USACE) is in the process of defining a new operational schedule to manage the waters in Lake Okeechobee. We must act now to demand an operational plan that will stop the discharges to the northern estuaries and send the water south to the Everglades and Florida Bay. 

So far, the process has included technical workshops and thousands of model runs, resulting in 5 plans going into the final round. The unified environmental community is asking the USACE to revise and adopt an improved version of the “Balanced Alternative CC Plan".  This revised plan should:
  • Send more water south to the Everglades, especially in the dry season
  • Eliminate all Lake regulatory releases to the St. Lucie Estuary
  • Eliminate harmful discharges to the Caloosahatchee Estuary and Lake Worth Lagoon 
  • Take public health and safety into consideration by avoiding Lake discharges when harmful levels of microcystin (8 parts per billion) are present in algae blooms
I am asking for your help in telling the USACE to adopt an improved version of the “Balanced Alternative CC Plan”!

We must also tell the South Florida Water Management District (SFWMD) to use this revised plan that sends the most water south from the Lake to the Everglades and Florida Bay, replicating the historic River of Grass. Additionally, the Florida Department of Environmental Protection (FDEP) must hold the USACE accountable to ensure that Lake discharges do not contain harmful levels of microcystin or cause or contribute to exceedances of Total Maximum Daily Loads of pollution to the St. Lucie Estuary.

Your mission is to make your voice heard and tell the USACE and the SFWMD to adopt the right plan for LOSOM. Timing is critical as they are moving quickly to select their plan. 

Please help us stand up for our environment and our health. Now is our opportunity to make a difference. We cannot afford to wait another 10 years!

To Col. Kelly and the U.S. Army Corps of Engineers: Please stop poisoning our water, our people and our estuaries! You wouldn’t allow an industry to dump biologically-toxic waste into our water, so the US Government should not be allowed to do so.  Please revise and then adopt an improved version of the “Balanced Alternative CC Plan” for the LOSOM; revisions should include:
• Eliminating regulatory discharges to the St. Lucie Estuary
• Eliminating harmful discharges to the Caloosahatchee Estuary and Lake Worth Lagoon
• Prohibiting Lake discharges to the estuaries when harmful levels of microcystin (8 parts per billion) are present

To Chairman Goss and the SFWMD: Please send more Lake water to the Everglades, particularly during the dry season, by utilizing all the STAs!
To Secretary Hamilton and the FDEP: As the ultimate steward of Florida’s water quality, please hold the USACE accountable to ensure that Lake discharges do not contain harmful levels of microcystin and do not cause or contribute to exceedances of TMDLs of pollution to the St. Lucie Estuary.  Do not issue the clean water certification for LOSOM without these safeguards are in place.

GENERAL SUBJECT MATTER TO BE DISCUSSED:  
This workshop will provide the Governing Board with an overview of the Lake Okeechobee System Operating Manual (LOSOM). The workshop is informative in nature and no Governing Board action will be taken. The U.S. Army Corps of Engineers, Jacksonville District is the federal agency responsible for developing the Lake Okeechobee System Operating Manual (LOSOM). The U.S. Army Corps of Engineers is updating the Lake Okeechobee operations manual to reevaluate and define operations for the Lake Okeechobee regulation schedule that take into account additional infrastructure that will soon be operational. The additional infrastructure that will be taken into consideration includes the Herbert Hoover Dike rehabilitation, Kissimmee River Restoration Project, as well as the Comprehensive Everglades Restoration Plan (CERP) C-43 West Basin Storage Reservoir and C-44 Reservoir and Stormwater Treatment Area. 
The South Florida Water Management District has adopted the following position statement on LOSOM:  
“The South Florida Water Management District (District) works to safeguard and restore South Florida's water resources and ecosystems, protect our communities from flooding, and meet the region's water needs while connecting with the public and stakeholders. LOSOM allows us to capitalize on recent infrastructure improvements including rehabilitation of the Herbert Hoover Dike and CERP features. The District views balancing the differing interests across the system, including flexibility to adapt to current situations to achieve that balance, as integral to the success of the LOSOM process.  Those interests include: equitably delivering water supply to society and the environment for beneficial uses during the dry season; increasing the tolerance for temporary/short term higher lake stages during the wet season in order to avoid harmful estuary discharges; and maintaining the other congressionally authorized purposes of flood control, navigation, and recreation.“

Hello River Kidz! The Everglades Law Center is excited to announce its Everglades Environmental Advocacy and Citizen Activism Program (ECAP)!
 
ECAP seeks to engage local middle school (incoming and outgoing welcome) students in local grassroots activism and advocacy.  Students can be entering 5th through 9th grade.
 
The program would introduce students to ongoing community and regional efforts related to Everglades restoration in Martin County and provide opportunities for students to learn the nuts and bolts of community engagement as part of ongoing Everglades restoration projects and related work.
 
It will take place 6 weeks over this summer and it's FREE! 
 
We have a few more spots left in our free camp/workshop starting next week 
 
The group will meet via Zoom on Tuesday mornings at 10:30 for workshop style learning with guest speakers! Thursday's will be a mix of virtual and onsite field trips.
 
We have time reserved on the Schooner Lily and Florida Oceanographic Coastal Center.
 
We will also meet the Indian Riverkeeper along the river to learn about how we determine the health of our water.

Rivers Coalition Meeting Minutes: May 27, 2021
Summary of Comments
Mark Perry called the ZOOM Meeting to order at 11:00 a.m.
Members in attendance: 55+ people were present on ZOOM Call.
 
Chairman’s Comments: Mark Perry introduced today’s presentation of a panel of citizens and how their
vocations have been economically impacted by the toxic discharges. Thanks to Blair for setting this panel up. A lot of attention has been brought to the Lake and the recent algae in Pahokee Marina and how it affects the people working there.
 
Brian Mast gave opening remarks regarding the Emergency Declaration of the Lake. He has been speaking to FDEP and they have funds that they can release to clean up the algae without the Emergency Declaration.
He said that he has been out to the Pahokee Marina and surrounding areas and it is disgusting.
He couldn’t breathe and even inside the buildings at Port Mayaca it was hard to breathe. 
The USACE General Spellman has acknowledged that it was toxic and way above EPA 8 parts per million as a toxic level and has been measured that this is 100X more toxic on the Lake.  Brian Mast confronted two star General that uniformed servicemen under his command are being forced to work at the dam and being poisoned 10-12 hours a day. Would he bet his command that they aren’t being poisoned?  He then got it and understood it to some degree. This should be an emergency situation that should be addressed immediately.
We need to do absolutely everything humanly possible to keep this alga out of our waterways.  It is not even summertime and it is close to a disaster again. 
He said if they try to dump it into our waters then he will lock his boat to the St. Lucie Locks to block them from opening.  They will have to sink my boat to open the locks. We cannot allow them to poison us.
Brian encouraged all to give live video testimony on the plans for LOSOM.  Everybody on this call has a voice. But there are only a few of us in a position to make law and regulations. We need to make enforceable standards for water going into the Lake. We need to make our voice known before LOSOM is down to one plan. He supports AA and CC.  BB is written by Sugar lobbyists.

There was a discussion on bio solids brought up by Diane Goldberg. How bio solids are being put on pastures in the north of Brevard County, it is in the IRL watershed. Mark Perry said that it is a state issue especially
Noah Valenstine of FDEP.
 
Presentation:  Blair Wickstrom introduced Ed Stout, owner of South River Outfitters, established in 2001, Stuart’s headquarters for kayaks, canoes, and tons of paddling & outdoor accessories.  Ed moved off the river when toxic discharges made it impossible to run rentals on the South Fork of the St. Lucie River. 
 
Stef Hughes, Berkshire Hathaway Home Services Florida Realty.  When asked about how the toxic discharges have affected the real-estate marketHughes said, “As our agency discussion went on about a new required disclosure for notifying prospective buyers about the toxicity of our town and the poison flowing through it, I realized I personally  would be morally required to share the information that would certainly run buyers away.  Realtors are relied upon for sharing about public health and safety."
 
Gary Oster, VP Sales, General Manager, Renaissance Hotels, Marriott as well as Executive Vice President of the US Travel Association.  Gary has spent decades boosting profits for Fortune 500 corporations and nonprofit businesses.  When it comes to a travel dependent, tourist dependent state the last thing you want to do is poison the well that all of our local businesses drink from, Gary said.
Florida’s #1 industry is tourism, it the basis of jobs, revenue, tax generation.
Blair said this disaster is of our own making, the FDEP mismanagement the water and Big Sugar has infiltrated our commerce.

Chlorophyll levels are low except neat St. Lucie inlet.
Dissolved oxygen levels look good
Turbidity is good except South Fork where dredging is happening

Field Staff observed seeing to the bottom of IRL, baby conch at sandbar, Johnson seagrass 2-3”
 
City of Stuart:  Merritt Matheson spoke on the 5 models of LOSOM.  He is backing plan CC.
 
SFWMD:  Jacqui Thurlow-Lippisch : STA project near Taylor Creek doing removal of algae.
But why aren’t we cleaning it up at the pollution source?
LOSOM is heating up. Possibly a June 29th workshop
Pahokee Marina: Are we going to turn into a vacuum company?
Caloosahatchee is getting the brunt of the Lake O water.
 
Lake O Update:  Dr. Paul Gray said that the Lake is below 13’.  May was dry month it dropped a foot. Good news in case we have a rain event.  It is a failure of FDEP, SFWMD to get the Lake nutrients in balance.  Ag needs to clean up their waste. Snail kites had 150 nests this year 0 in past two years.

River Kidz: Nic Mader was absent so Barbara Osborn gave the report on the RK event yesterday at Town of Sewall’s Point.  Goal was to write letters to Dept of Interior to put Manatees back on Endangered Species List. Very well attended by children, parents and media.  Was on CBS news last night at 5:45 and on front page of today’s TC Palm.
Speaker Bureau: Todd Weissing had a ZOOM meeting with St. Lucie Sailing Club. We need the community informed.
Local Issues & Estuary Water Quality:
Mark Perry -FOS Water Quality Report the water quality is A- seagrass starting to recover.
 
Seagrass Update: Todd Thurlow water going to west coast is just “going to tide.”  Seagrass images show paddle grass and shoal grass, still very sparse.
 
Jim Moir: The Marine Resource’s Report Card for lower IRL is “F+.”  The IRL is a desert under the water. June 3rd will be MRC rollout of report card.  Write to USACE and tell them you live on the coast and are a stakeholder.  The pollution is impacting your waterways and lifestyle.
 
Indian Riverkeeper:  Mike Conner macro algae in IRL, looks like Sargasso weed. It is from Walton Rd up to Old Fort Park in Ft. Pierce.
