Aloha and Hafa Adai!
We’ve accomplished so much this year even up to the last weeks of December and now it’s time to give pause in our busy schedule to recharge our batteries, reflect on our awesome accomplishments this past year, and to reset our focus towards 2019 and beyond which is turning out to be as ambitious and exciting as this past year. We couldn’t have done all of this work without every part of our Ohana coming to the Center ready to work and contribute every day to our ongoing success. Without the individual contributions from our Ohana, we would not have maintained 100% program execution despite varying challenges. So let me first highlight what you have all done to carry the relevance of our Center throughout 2018. Mind you, it is not all inclusive of all the activities and events executed by DKI APCSS this year, however, it illustrates clearly how much has been done and accomplished in such a short period.

China’s Global Reach: A Security Assessment Workshop
 
 
 In recent U.S. national security documents, the relationship between the U.S. and China was labeled a strategic competition. What does this mean, and how should the U.S. pursue its national security interests in this context? The Daniel K. Inouye Asia-Pacific Center for Security Studies hosted a collaborative effort of the five U.S. Department of Defense Regional Centers in Honolulu Jan. 30-Feb. 1, 2019, to answer these questions. This three-day workshop brought together more than 40 experts from the five Regional Centers and other U.S. Government organizations as well as several think tanks to focus on China’s activities across various regions and domains in an effort to identify where and how China’s influence is growing, and how this growing influence affects U.S. national security interests. New papers, articles and/or OpEds by DKI APCSS faculty members:  
 
Dr Alexander L. Vuving has a new article in The National Interest profiling N. Korean leader Kim Jong Un and providing his opinion on how the U.S. should respond. The OpEd entitled “What Kim Jong Un Really Wants, and How America Should Respond” provides a background on Kim Jong Un’s first six years as leader and the programs he pursued in order to establish credibility within N. Korea as well as the world. Dr. Vuving also has a new article in The Diplomat on the second North Korea-U.S. Summit and the options for the two countries going forward. The OpEd entitled “The Future of the Trump-Kim Summit” explains why the Summit was ended without an agreement as well as what’s next for the countries.
 
Cmdr. Jonathan G. Odom has an article featured in the March issue of Proceedings magazine, highlighting the growing tactical risk arising in the geopolitical competition between the United States and China. The article, entitled “China’s ‘Riskfare’,” calls for the United States to spotlight China’s risky operational behavior in and over the waters of the Asia-Pacific region and take deliberate actions to counter these dangerous tactics.
 
Prof. Elina Noor was invited to speak on the topic of  “New Technologies, IHL and the Future of Warfare,” at the 13th Southeast and Northeast Asian Session on International Humanitarian Law in Bangkok Aug. 20-24, 2018. She focused on regional and international developments within the cyber domain as well as their implications for IHL. Noor also attended the Global Commission on the Stability of Cyberspace (GCSC)’s final full meeting of the year in September 2018, in her capacity as commissioner. The meeting deliberated a package of six critical norms for release to help promote the peaceful use and stability of cyberspace.
 
“The Critical Role of Crisis Resilience in Building and Sustaining Political, Economic and Social Stability” is a new article co-authored by Dr. Benjamin J. Ryan, Dr. Deon V. Canyon, Dr. James Campbell, Frederick M. Burkle, and Wie-Sen Li.  It was recently published in the Defense Security Brief, volume 7, issue 2.

Enhancing SE Asia Maritime Law Enforcement Capacity through Regional Partnership
A team of faculty members from the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) played a crucial role in supporting the 6th Gulf of Thailand Maritime Law Enforcement Initiative (GOTI) Commanders’ Forum in Bangkok, Thailand from December 11-14, 2018. DKI APCSS professors Dr. Bill Wieninger, Dr. Al Oehlers, Cmdr. Jon Odom, and Lt. Cmdr. Leah Cole supported the U.S. Mission to ASEAN, Indo-Pacific Command and the Thailand Maritime Enforcement Coordination Center (THAI-MECC) by facilitating this year’s sixth annual GOTI event
