Gray Zone Activities in Great Power Competition
|
The Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) cordially invites you to attend a virtual workshop focused on “Gray Zone Activities in Great Power Competition.”

Featuring a variety of distinguished US and Partner-Nation panelists from government, defense, academia, think-tanks, non-governmental organizations, and private industry to discuss whole-of-society matters that influence populations and affect legitimacy in the era of Great Power Competition. Topics include social media and big data influences, political warfare, China’s military modernization as it applies to gray zone activities, the recently released US Defense Department’s Irregular Warfare (IW) Annex, security cooperation and partner engagements in areas short of conflict, and other subjects of strategic interest. Announcing Indo-Pacific Orientation Course (IPOC) 21-1
|
The Indo-Pacific Orientation Course (IPOC) 21-1 was held Feb. 22-26, 2021. IPOC prepares U.S. security practitioners and partner nations to knowledgeably engage in cooperative security efforts that build capacity to advance a free and open Indo-Pacific. This five-day course was executed in hybrid with four days online and one day in-resident for Oahu-based participants; all others participants were integrated into their seminars while conducting the course exclusively online.

Asia-Pacific Space Diplomacy Dialogue (Dec. 1). Dr. Al Oehlers (Leader) An official side-event of the Asia-Pacific Regional Space Agency Forum 2020 Meeting, this three-hour webinar sought to advance shared understanding of the current status of regional cooperation in the space domain and potential opportunities to sustain inclusive dialogue on regional space cooperation among key regional groupings and governmental, private sector and civil society stakeholders. The webinar featured a keynote address by Prof. Joan Johnson-Freese (U.S. Naval War College), and panel discussions with Mr. Masanobu Tsuji (JAXA Space Education Center), Ms. Lynette Tan (Singapore Space and Technology Ltd.), Mr. Tim Roberts (Australian Space Agency), Mr. Andrew Jones (The Pacific Community), and Mr. Michael Gleason (The Aerospace Corporation). A partnership with Pacific Forum and the School of Asian Studies at the University of Hawaii (Manoa), the webinar drew 53 participants from 24 nations across the Indo-Pacific. Strong interest was generated during discussions for more follow-on events strengthening dialogue on regional space cooperation, particularly harnessing priority space applications in the region to draw together a wider and more representative cross-section of stakeholders.
Lecture Series for U. S. Army 130th Engineer Brigade Leader Development Program (December). Dr. Srini Sitaraman (Leader) This engagement is the second of two lectures for the brigade’s monthly leader development program. The topic will be “Indian Security in the Indo-Pacific.” A previous lecture was given by Prof. Michael Burgoyne on “Relationship Dynamics between Taiwan, the People’s Republic of China, and the U.S. in the Current Environment” in September. The lectures are intended to introduce relationship dynamics between Taiwan, the PRC, and the U.S., and India’s security situation and their place in the security architecture of the Indo-Pacific. Both lectures enabled the brigade to more effectively compete and promote a Free and Open Indo-Pacific, and gain a shared understanding of their operating environment and the trends and challenges in the Cross-Strait relationship, including U.S. interests and involvement.
Strategic Competition in the Indian Ocean Region Workshop (Dec. 7-9, 2020). Prof. Wade Turvold (Leader). DKI APCSS’s first workshop, at scale, since the start of the pandemic, was held virtually, from Dec 7-9. The workshop featured 79 participants from 14 countries and Taiwan, and focused on defining the diverse perspectives of strategic competition in the Indian Ocean region, and in how the United States can cooperate with regional states, partners and allies to approach this strategic environment. DSCA Director Heidi Grant participated in the regional brief-back and provided closing comments. The attendees provided diverse perspective on many aspects of strategic competition across the region, in all its complexity, and collectively provided ways in which the United States can engage and cooperate within the region, in addressing the strategic environment there.
Illegal, Unreported, and Unregulated (IUU) Fishing in the Pacific Islands (Oct. 2020 – May 2021). Prof. Wade Turvold and Dr. Inez Miyamoto (Leaders). DKI APCSS completed the first part of a multiple event series on Oct 15, 2020. This engagement involved DKI APCSS partnering with Pew Charitable Trusts (Pew) and the Australian Pacific Security College (APSC) to educate, empower, and connect with the Pacific Islands Forum Fisheries Agency (FFA) nation states through a virtual discussion on Illegal, Unreported, and Unregulated (IUU) fishing. The first engagement, conducted virtually, featured 94 participants, 57 from Pacific Island countries, and featured an expert panel presentation and breakout group discussions. All events will build on each other and culminate with an embedded webinar in Comprehensive Maritime Security Course (CMSC), for a daylong IUU fisheries discussion.
International Program on Cyber Security Studies (iPCSS) course (Dec. 17). Dr. Inez Miyamoto (Leader). The iPCSS targets 160 national representative participants from 60 countries. The course aims to educate senior serving national government officials, who require a comprehensive understanding of emerging cyber security threats and threats and are charged with developing cyber strategies, legislation, and policies. Dr. Miyamoto will be representing DKI APCSS as a seminar leader for the 17-day course (12/1-17/2020, with 11/30 as an introduction).
COVID 19 and Beyond Multi-lateral (Jan. 11, 13, 19, and 3 Feb.) Dr. Miemie Byrd (Leader). At the request of IPSA, to advance the strategic posture of the United States and its allies and partners in the Indo-Pacific region, DKI APCSS conducted a three-day multilateral workshop with DKI APCSS alumni to promulgate a factual narrative of the U.S. response to COVID-19 and the efforts in vaccine development and distribution. Participants gained a comprehensive understanding of the current regional response to COVID-19, including actions of the United States. They also identified a set of recommendations to enhance cooperation and assistance from the U.S., allies, and partners to strengthen comprehensive resiliency in a COVID-affected future.
Brunei Dialogue - Emerging Technologies (ET) and National Security (Jan. 25-27). Dr. Virginia Bacay Watson (Leader). The Brunei Ministry of Defense’ think tank, the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS) and the DKI APCSS conducted a six-hour capacity-building dialogue (spread out across three days) that provided a professional development opportunity for SHHBIDSS staff and other government civilian and defense officials to enhance their knowledge and understanding of emerging issues within the context of a rapidly changing security environment, and to identify broad trends and challenges for Brunei that have a significant impact on Brunei and Southeast Asian security.
