Greetings CPPA Members,
It is a pleasure to extend our summer greetings from the CPPA and to provide an update on our on-going activities.  Planning is moving ahead well for the 2016 annual meeting, which will be held November 2 - 4, 2016 at the Hyatt Regency Orange County, Orange County, CA.  CPPA’s 33rd Annual Conference & Tradeshow and theme of “Parking, more than just a space!”  I am more than pleased to announce that Casey Jones from SP+ will assume the role of Conference Program Chair.  Thank you to Casey and we look forward to an extraordinary conference. 
 
We have received more proposals for presentations this year than any other year in past history.  Thank you everyone for your enthusiasm and participation.  Keep the communication coming!
 
Mary Houghton and the committee on Website and Technology are well into the process of setting up our webinars.  Our intention is to develop a comprehensive tool that will allow us to provide more frequent short trainings to members and parking professionals.  If you have a topic of interest, please let us know.

Legislative Update

In response to requests by Assemblymen Linder and Gatto, the State Auditor is reviewing the DMV’s disabled placard program as requested. The objectives of the audit are to: (1) review existing placards and to quantify the relative percentage in circulation that should not have been issued or renewed, and (2) to identify the effectiveness of DMV policies and protocols for preventing abuse, investigating complaints, and removing placards from circulation when they are fraudulently used or obtained.  Please click here to view a recent story in the Sacramento Bee.

 
Also there have been some recent updates to two priority bills for CPPA.  Unfortunately, not good news:
 
AB 2602 (Gatto) was unfortunately HELD on the Assembly Appropriations Suspense File.  This effectively kills the bill for the year, since the deadline to clear fiscal committee was last Friday, May 27.  The analysis on this bill noted one-time special fund costs to DMV in the range of $350,000, related to programming modifications, processing placard applications, and responding to phone inquiries. Ongoing costs would have been minor and absorbable. The department indicated that there are about 2.4 million permanent disabled placards and 500,000 disabled person license plates. The department assumed that 150,000 persons would apply for free-parking status in the first year and 20,000 each year thereafter. 
 
Since this is the second year of a two-year session, this bill will not have an opportunity to move next year, either.  Further, this Author (Gatto) is terming out, so there will need to be a new “champion” for this issue in the future.
 
AB 2586 (Gatto) was approved by the Assembly Appropriations Committee to continue moving to the Floor, with amendments to remove the potential fiscal impacts.  The Committee amended the bill to remove the requirement that local agencies “consider the feasibility of installing technology capable of demand based pricing”. 
 
The measure continues to include:
  • the intent language related to opening up parking spaces immediately after street sweeping has concluded;
  • the removal of the sunset on the inoperable parking meter policy (without an allowance to enforce time limits)
  • Valet restrictions
  • Disallow the use of “incentives” for contracted parking enforcement to increase ticketing or fines; or the ability of locals to increase fines to cover the cost of a contracted service
 
This measure will now be considered on the Assembly Floor, where it will likely be approved, and will be referred to Committee in the Senate within the next two weeks.  The amendments do not fully address the opposition letter already issued by CPPA, and the letter will be revised and re-delivered.

Consultant’s Corner: Parking Politics

Unfortunately, agencies often find themselves treading water in a bureaucratic swamp making it an arduous task to pass projects of change. Who thought it would be so hard to spend money in order to make money. As I have come to realize, the issue is magnified when it comes to the issue of parking within agencies. Completing that final step and receiving signature to perform parking related changes is quite a chore and these chores come in different shapes and sizes.
 
When working with government agencies, parking related challenges are likely to occur, no matter the size of the operation. As I witnessed with one agency, the agency’s staff currently handle parking and related day-to-day parking issues and thus far, have been able accomplish a significant amount without coming upon any agency roadblocks. This customer’s current project is an absolute need for the agency’s parking future as a whole, changing of roadways and the parking landscape for a designated area in order to improve the safety, navigation, accessibility and parking for a heavily visited and traveled area. The challenge in itself comes not from the project and its intentions but with a specific group related to the agency.
 
This leads into our current political arena today, as it is not surprising to see political officials riding the coattails of issues and topics that they may be able to utilize as a platform for their own political success. Coming across more of the same in way of this agency’s project should not have come as a surprise. In brief - a newly elected official, attempting to make a name for one’s self, catches knowledge of ongoing project in district and seeks to change project scope and direction; as a result, dramatically shifting the project description by mitigating the real issues, all in an attempt to gain support of the community. If this sounds all too familiar, that’s because it is. As a result, the timeline to fixing the existing issues has been elongated.
 
The frustration is much less personal but more to do with those agency staff and employees who have invested a tremendous amount of time, energy and not to mention, agency’s budget, in order to set the stage for the modifications that are needed. Moreover, it’s unfortunate to witness those with an otherwise little background on the issue for the mere purpose of creating their own political soapbox. Above all, this type of motive is a disservice to those fellow colleagues within the agency as well as to the community at large, who are seeking actual change and improvement.
 
In similar fashion, convincing taxpayers that their money is being allocated to issues responsibly and of real need is difficult. The burden government agencies often face to determine the correct distribution of money across a multitude of issues is not to be minimized. However, there are some issues that present the unique opportunity for an agency to not only recover the initial financial investment but also have it become a source of ongoing positive revenue for that agency – paid parking. Regrettably, paid parking is often a black-eye on the face of an agency in the public’s perception. Convincing the public to agree with spending money in an area that takes even more money out of their pockets is a challenge often faced by agencies.
 
For other agencies, the issue of paid parking is not an issue. Paid parking is commonplace in large cities and more often in smaller cities as well. One agency I have come across in particular, it comes as little surprise that the agency has already implemented paid parking for some time now. To the contrary of many municipal agencies, this particular agency has recognized the substantial issues that are affecting the area and realizes the need for change. Provided this understanding, by applying a degree of stakeholder engagement and minor concessions, the roadblocks facing this agency and its own project roadmap are minimal.
 
To say that a grade of political influence and contribution is never needed would be a disservice to my profession. I often find myself in front of those political powers that be and presenting to them a case for change on behalf of the agency’s parking operation. Attempting to help them understand that allocating appropriate funds toward parking related issues is a true need for their agency and its community. Coming full circle, I myself tread the same bureaucratic, swampy water of so many agencies and their staff. As they say, the topic of parking is always a heated topic. Parking is a topic that is fighting to find a spot to fit in without hitting to many other bumpers along the way.

HULA’S LANAI-PARKLET OPENING CELEBRATION

Hula’s Island Grill and Tiki Room celebrated the opening of their much anticipated parklet, or The Lanai as it is referred to. This, the first Parklet to open in Downtown Santa Cruz, was commemorated with a ribbon cutting-event on May 13. The Downtown Association of Santa Cruz performed the ribbon cutting honors. Guests got to take advantage of the happy hour Tiki Drinks and Pupus in the beautiful, Friday sun.
 


 
Hula’s Lanai was designed by Chris Delaney and executed in plans by architect Steve Elmore. All the railing, welding, and fabrication of the stainless steel work was done by Darren Forbes of Arctec Welding. Chairs and tables were designed and manufactured by Room & Board. Hula’s General Contractor for this exciting new project was Don Hays Builder Inc.. Don Hays used Dameon Bartlett Concrete solution, Ipe wood and Armstrong mahogany hardwood stain in the process. The colored concrete, Lava from Solomon Colors, came from Las Animas Concrete. The Landscape Architecture will be completed by Dig Gardens and will be maintained by florist Tiffany Fields of Petal Floral Designs.
 
Ian McRae, one of the owners of Hulas, spearheaded this effort to provide outdoor dining for Hula’s patrons and add vitality to Downtown Santa Cruz, specifically Cathcart Street. This project was brought to reality as a collaboration of Hula’s Island Grill and Tiki Room, and Lupulo Craft Beer House, both on Cathcart Street in Downtown Santa Cruz, and The City of Santa Cruz. Join Hulas on the patio this Spring and Summer and experience the first Parklet in Downtown Santa Cruz for yourself!
 
 


 


 
Editor’s Note:  This is the first of three planned parklets approved by City Council as part of a one-year pilot program.  The other two parklets are in process and we will be including reports on them as soon as they are installed. The City Council approved this pilot program to test the potential to improve the pedestrian scale of City streets, which have limited sidewalk width and cannot accommodate sidewalk extensions for additional seating and other pedestrian amenities.
